Job Summary

The Assistant Chief of Police reports to the Chief of Police under the Division of Finance and Administration . As the second-in-command law enforcement officer for the university, the Assistant Chief is responsible for the daily leadership, strategic planning, and management of a growing university police department. The Assistant Chief of Police helps direct a department of 17 sworn officers and 6 civilian personnel. Responsibilities will include directing and coordinating, through subordinate supervisors, department activities; reviews and analyzes reports, records, and directives, and confers with the Chief to obtain data required for planning department activities, such as new commitments, status of work in progress, and problems encountered; assists assigning, or delegating responsibility for specified work or functional activities and disseminates policy to staff; give work directions, resolves problems, prepares schedules, and sets deadlines to ensure timely completion of work; assists coordinating activities for the department with related activities of other departments to ensure efficiency and economy; and evaluates current procedures and practices for accomplishing department objectives to develop and implement improved procedures and practices.

Responsibilities

Management - 65
- Serves as the second ranking law enforcement officer and as such, performs duties of Police Chief in the absence of the Chief.
- Supervises the daily operations of the police department.
- Organizes and directs the work activities of the Captain and Lieutenants.
- Delegates appropriate responsibilities for planning, organizing, directing, staffing, and evaluating subordinates throughout the department.
- Represents department in campus, city, and state meetings as needed.
- Builds strong relationships with community and external law enforcement.
- Assists in enforcing applicable laws on all GC campuses, in compliance with applicable federal, state, local, university, and departmental policies and procedures.
- Responsible for supervisory and managerial functions as directed by the Chief of Police.
- Supervises and coordinates the investigation of criminal cases; offers guidance and expertise to investigators; ensures that procedures are conducted in accordance with laws and regulations.
- Functions include developing and implementing policies; exercising independent judgment in interpretation, application, and enforcement of state laws and regulations

- Maintains logs, prepares reports, and directs the preparation, handling and maintenance of departmental records including, but not limited to UCR, ARMS, GCIC, CLERY, and DOT.
- Explains police operations to subordinates and assists them in the performance of duties.
- Reviews contents of written orders to ensure adherence to legal requirements.
- Assists in investigating and resolving personnel problems within the organization and charges of misconduct against staff. Responsible for internal investigations and coordinating with Human Resources on outcomes.
- Informs personnel of changes in regulations and policies, the implications of new or amended laws, and new techniques in police work. Updates SOP Manual with direction from the Chief of Police.
- Trains staff in proper police work procedures and policies. Also, ensures that all personnel are in compliance with Georgia P.O.S.T. requirements and mandates.
- Monitors and evaluates the job performance of subordinates; recommends promotions and transfers.
- Oversees Communications Division and is responsible for GCIC Audits and Certifications.
- Inspects facilities, supplies, vehicles, and equipment and documents findings for record keeping purpose.
- Oversees and maintains certifications for radar, lidar, and DOT road registrations

Strategic Planning - 20
- Provide adequate documentation of public safety actions, including the authoring of incident reports, arrest and booking reports, use of force reports, supplemental reports, traffic citations, and other documents related to safety and security initiatives on campus. Such documentation may include written reports, diagrams, sketches, and other representations of reported circumstances.
- Including but not limited to workforce management, scheduling, goal setting, periodic departmental assessments, assist in the preparation of The Annual Report, reporting of crime statistics to appropriate agencies, performance evaluations and disciplinary actions, heading internal investigations, serving on university committees, accrediation process and other administrative duties as assigned.
- Meets with campus, civic, and community groups to develop programs and events and to discuss public safety subjects.
- Assists in the preparation of department budgets.

Safety and Security - 10
- Perform relevant safety and security functions that enhance public safety within the Georgia College & State University community.
- Cooperates with court personnel and with officials from other law enforcement agencies; testifies in court as needed. Verifies subordinates have properly obtained warrants and attended hearings when necessary
- Such functions include: developing positive police-community relations, facilitating the physical security of campus properties, the performance of first-aid in response to medical distress, and the enhancement of emergency response to a variety of natural and man-made hazards.

Required Qualifications

Educational Requirements
Bachelor's degree or a combination of education attainment and related work history

Other Required Qualifications
- Must be able to successfully pass a comprehensive background check, pursuant to the regulations of Georgia College & State University, the Board of Regents Police Guidebook and recommendations from the Georgia Association of Chiefs of Police. Requirements will include, at a minimum: an oral interview, a state and federal criminal history check, a nationwide sex offender search, a social security number check, a credit history check, a medical examination, a drug screening, a psychological screening, a polygraph examination, an employment history check, and the verification of at least three professional/personal references.
- Must possess a valid driver's license, or the ability to obtain a valid driver's license.
- Must possess, or be able to obtain and maintain certification as a peace officer pursuant to the rules of the Georgia Peace Officer Standards and Training Council (said rules may be found at https://www.gapost.org/Rules/3offcrt.html)

Required Experience
Must have minimum 10 years of law enforcement experience with 5 or more in a supervisory capacity at the command level.

Preferred Qualifications



Preferred Educational Qualifications
- Preferred attainment of a Master's Degree from an accredited college or university
- Completion of a nationally recognized program related to management or leadership, such as the National Academy (FBI) or Georgia's Command College
- Military experience (Military Police experience will be considered)
- Supervision courses, or other supervision/management training equivalent
- General Instructor (Firearms, FTO and Sexual Assault Investigation Training)

Preferred Experience
- Supervisory experience in a higher education environment
- GCIC TAC Certification
