We currently have an exciting opportunity for a Director of Human Resources (HR) to join our talented team.

Position Description:

The Director of Human Resources manages the functional operations, including talent acquisition, compensation, benefits, training, employee relations, and compliance. The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy.

In this role you will....

  • Manage human resources programs and policies to reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce.
  • Certify that HR program design and execution is maintained consistent with company policies and privacy regulations as well as federal and state employment laws.
  • Work with external consultants to maintain broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs.
  • Collaborate with stakeholders to provide consultation, process design, and project management of HR program implementations and initiatives for talent acquisition, compensation, benefits, performance management and employee training.
  • Collaborate with executive leadership to develop and implement employee initiatives that focus on enhancing the employee experience to include talent development, employee engagement and diversity, equity and inclusion with an acute focus on improving overall employee attraction and retention.
  • Continually evaluate Watermark's Employee Handbook and Standard Operating Procedures (SOP) for Recruiting, Hiring, On Boarding and Off Boarding to ensure best practices and policies are both compliant and scalable.
  • Provide oversite and ensure compliance of new employee onboarding & orientation, employee engagement, training and education, and employee offboarding.
  • Manages the Human Resources department and supervision of personnel, overseeing, developing and coaching HR staff, setting goals and department objectives with data-driven outcome measures to measure success of programs and activities.
  • Leads, oversees and ensures compliance with all employer-specific compliance requirements with government agencies and applicable laws, including but not limited to, the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA); Affirmative Action planning and any OFCCP requirements.
  • Oversee the administration of Watermark's Application Tracking System (ATS) and other HRISs to facilitate processes and provide data and reporting on HR activity.
  • Oversee employee data management processes to ensure that data is secure and maintained consistent with company policies and privacy regulations and that required reporting and filings are delivered.
  • Evaluate, select, and manage HR process outsourcing vendors and contracts.
  • Directs, plans, and develops strategies and processes to attract, proactively build, and maintain a quality talent pipeline and fill open positions by sourcing passive and active candidates.
  • Works with leadership to identify current and future workforce needs including supporting BD/ proposal recruiting efforts and surge recruiting efforts, as required.
  • Manages, trains and develops a staff of recruiting and HR specialists and administrators.
  • Develops and maintains departmental budgets/policies/procedures.
  • Collaborates with and guides the HR Specialist and Recruiting Coordinator to ensure the employee experience, benefits package, and offerings are competitive.
Experience Requirements:
  • Minimum of 15 years of experience with human resources and recruiting
  • Minimum of 10 years of experience with government contracting, including proven understanding of staffing and contract administration
  • Minimum of 5 years of supervisory experience
  • Demonstrated critical thinking and leadership skills and ability to work well with others
  • Effective verbal and written communication skills
  • Detail oriented and willingness to tackle various ongoing projects in a fast-paced environment
  • Demonstrated experience managing multiple priorities simultaneously
  • Proficiency with all Microsoft Suite products (Word, Excel, Planner, OneNote, OneDrive, Project, PowerPoint, Outlook)
Education Requirements:
  • Bachelor's degree or equivalent
Certification Requirements:
  • PHR or SHRM-CP certification, preferred

Other Requirements:
  • Requires sedentary work; must be able to remain in a stationary position 50% of the time.
