Job Description:

The State of Nebraska, Department of Health and Human Services is seeking an Economic Assistance Policy Program Specialist. This Program Specialist is a vital part of the Office of Economic Assistance Policy Team. The OEA Policy Team works across Economic Assistance programs, Child Care Subsidy and Child Support Enforcement. The primary responsibilities will be within research, policy, federal/state legislation, statute, and regulations.

Example job duties are as follows:

•Gain a high-level understanding of policy, standards, and regulations governing the Office of Economic Assistance (including Economic Assistance, Child Care Subsidy and Child Support Enforcement).
•Work with a team of experts to establish and maintain documents for a variety of stakeholders.
•Coordinate with across program teams to draft impacts, responses, communication to a variety of requesters.
•Assist in coordination amongst all program teams to draft required documents during legislative session and beyond.
•Assist program teams in preparing policy briefs and research on the impact of proposed federal legislation.
•Research federal and state legislation, statute and regulations and write reports to summarize findings.
•Maintain the policy and program document library for OEA staff.

Hiring wage: $23.313

Dress Code: Business Casual

Monday-Friday; 8:00 AM - 5:00 PM

Minimum Qualifications:

Bachelor's degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services, or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluating services, programs, or operational policies and practices may substitute in lieu of the educational requirement.

Ability to conduct research, gain understanding of federal and state regulations and statutes, and communicate clearly. Ability to write reports summarizing findings. Excellent communication, interpersonal and presentation skills.

Preferred Requirements:

3-5 years of related experience with Economic Assistance programs, federal or state policy-making, legislation and statutory implementation and oversight. Previous government experience. Experience reviewing, learning, and applying statutory or regulatory requirements for Economic Assistance programs.

Other:

Valid driver's license or the ability to provide independent transportation. Some travel may be required.

Knowledge, Skills, and Abilities

Knowledge of: Economic Assistance programs, the principles and practices of public administration; procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to economic assistance programs; public funds and budgeting methods; principles and techniques of planning, monitoring and evaluating programs and service delivery systems.

Skill in: interpreting and/or clarifying policy to interested groups; conducting formal presentations to provide education and share information.

Ability to: plan, organize and direct a major program; work collaboratively in a team setting; analyze, develop and organize materials; establish and maintain positive relationships with agency staff, service providers/contractors, community organizations and clients; communicate electronically, on paper or in person to promote, explain, discuss, advise and interact with interested groups on various program issues and problems; prepare and review technical documents such as summaries of state and federal regulations, action plans, reports, contracts and grants; understand, interpret and apply instructions, laws, rules, policies and procedures pertinent to the program; exercise independent critical thinking skills; maintain liaison with community representatives and other governmental agencies.
