JOB SUMMARY

The Executive Director, Human Resources reports to the Executive Vice President/Chief Operations Officer and is a member of the Executive Leadership Team and in collaboration with other Executive Leadership Team members, leads the Human Resources function n to achieve Volunteers of America Chesapeake and Carolinas strategic vision goals. The Executive Director, Human Resources is directly responsible for, and will assist in, the day-to-day administration of personnel matters relating to administering benefits and compensation, policies and procedures, employee and labor relations, payroll processing and time and attendance systems, staff development and training, employee recruitment and retention, and succession identification planning and implementation. The Executive Director, Human Resources will supervise the Human Resources leadership team and be the internal subject matter experts on areas of Benefits Renewals, Diversity Equity and Inclusion Program, ensure and maintain the Great Places to work Initiative, Vendor Management, Affirmation Action, Equal Employment Opportunity Compliance and Office of Contracts and Compliance reporting requirement, and ensure that recruitment turnover and vacancy rate are min industry standard. Further, will train and develop management and advise and assist management on human resource issues; recommend and develop human resource policy, procedure, and programs for the organization; manages the employee handbook and assist with attainment of human resource objectives, including delivering and managing employee communication and reducing legal claims.

RESPONSIBILITIES

  • Lead the human resources team and collaborate with all support units (Finance, Payroll, Information Technology, Organizational Excellence Facilities and Program Operations) to communicate, and stay current with relevant regulations, including record retention, compliance, report filings, and requests related to EEO, ADA, ERISA, FLSA, NLRA, DOL, FMLA and COBRA.
  • Leading the Diversity, Equity, and Inclusion initiative in collaboration with Program Leadership and Support Unit Leadership.
  • Supervise the Human Resources Senior Managers to conduct and deliver one on one performance guidance supervision.
  • Manages and administers the Learning Management System (Paycom) and all aspects.
  • Provides management guidance, while implementing innovative solutions as directed.
  • Maintain organizational credibility by enforcing company policy and procedure.
  • Manage human resources by utilizing industrial psychology solutions, and implement effective processes for recruiting, onboarding, and talent management.
  • Develops and manages all HR metrics and reports to the ELT members that numbers i.e. Turnover, Retention, Time to Fill, Length of Service and transfers/promotions.
  • Provide regular value-added training to the different levels of management via professional development workshops (conflict resolution, time management, coaching/mentoring subordinates and leadership development, etc.)

EXPECTATIONS
  • Delivers, monthly, quarterly, and semi-annual and annual HR metric reports.
  • Ensures that staff engagement policies and practices are implemented yearly.
  • Ensure that Employee Recognition Programs are being completed and programs.

    • Creation and sustainment of continual communication from Human Resources on current and newly emerging projects status.

    • Well-designed supervisor's training helps with succession planning and improves performance.

    PHYSICAL REQUIREMENTS

    • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
    • The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear, and perform basic and light home maintenance activities, and operate office equipment.
    • Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment.
    • Operating office equipment requiring continuous or repetitive hand/arm movements.
    • The ability to remain in a sitting position for extended periods of time.

    REQUIREMENTS

    • Master's degree in human resources, Organizational Leadership and/or Business administration required.
    • Seven to ten years related experience in talent acquisition and talent engagement.
    • Experience with Human Capital and Learning Management Systems specifically Paycom.
    • Senior Professional in Human Resources and/or Diversity Equity and Inclusion Certification preferred.
    • Experience with nonprofit and or human services experience in behavioral health and housing programs.
    • Experience with DC, NC, MD and VA state, and federal employment laws.
    • Experience being a member and contribution to CARF and ACA Accreditation requirements from the HR lens preferred.
    • Experience in creating and management solid Marketing Salary Composition Reports.
    • Excellent oral and written communication, and interpersonal skills.
    • Ability to work effectively with diverse populations and groups.
    • Excellent computer Skills in Microsoft Office and office products.
    • Proven ability to address conflict resolutions.
    • Bilingual in any language a plus
