Global Communities is seeking a Global Director, People and Culture to join the People and Culture team at the headquarters in downtown Silver Spring, Maryland.

This position is eligible for a hybrid remote work arrangement.

The Global Director develops and implements people strategies in support of business objectives. This is a senior position that supports both domestic and global field programs as a trusted business partner. The role coordinates with global, regional and local resources to lead HR initiatives including new country start-up and close out from a people perspective, ensures a global approach to people policies and practices, and supports field and assigned headquarters teams to manage complex workforce management issues and employee relations cases. S/he also provides support and advisory services to assigned HQ departments in all matters relating to the organization's global people operations, including employee relations, talent acquisition, global people policies, labor law, and performance management. S/he uses an innovative and inclusive approach, enjoys building relationships and becoming a trusted advisor to a diverse set of stakeholders. S/he is responsible for understanding the complexity of business and people challenges and opportunities and together with other members of the People & Culture (P&C) team works to develop and implement best practice solutions to enhance P&C programs. The position reports to the VP, DEI & Chief People Officer.

COMPENSATION:

$125,000 - $155,000 Annually

NOTE :

Responsibilities

Responsibility Area: Operationalize Global P&C Strategies

  • Closely partner with the Chief People Officer to develop and implement people strategies, services, policies, and processes that support Global Communities' business and strategic objectives and support one Global Communities culture across all offices, primarily focused on non-US based staff
  • Develop and lead Global Communities people process improvement initiatives to increase internal client support and maximize the efficiency and effectiveness of P&C operations
  • Develop and implement global P&C policies that support organizational strategy and objectives through clear performance and process standards


Responsibility Area: Lead Global P&C Business Partnering and Service Delivery
  • Proactively coach and provide guidance to managers, senior leaders, host country HR leads/COPs/country directors in people-related best practices, policies and Global Communities' P&C standards to support business strategy, maximize performance and productivity, improve work relationships and efficiencies, build morale, and improve retention
  • Partner with host country HR leads and country directors in assigned countries to implement, assess, and consistently apply HR systems such as performance planning & management and recruitment & selection
  • Help build HR capacity within assigned country teams through partnering with host country HR leads to address country-specific HR challenges
  • Serve as an expert advisor to global operations, business development, and pricing teams for assigned countries on the administration and management of international assignee allowance packages to ensure compliance with applicable donor regulations and internal policies
  • Manage workforce planning for all international assignees in assigned countries. Provide guidance/alignment and collaborate with other P&C team members on position descriptions, offer letters and Schedules of Allowances (SOAs), housing surveys, onboarding and orientation, monitor changes to Department of State Standardized Regulations (DSSR) and update SOAs as necessary, prepare and submit personnel actions, off boarding and exit interviews
  • Partner with country directors/COPs with the selection, onboarding, development, and mentoring of host country HR leads
  • Develop general understanding and keep abreast of any changes in host country labor regulations in assigned countries
  • Support the development and regular revision of employee handbooks in assigned countries, following established global P&C template and adhering to host country labor regulations
  • Serve as the P&C representative on regular host country office operations calls for assigned countries; partner with host country HR lead, country director/COP, and other relevant team members to address any people challenges identified
  • Maintain understanding of the progress of assigned countries' current project(s) by reviewing program reports; follow up with country director, COP, and host country HR lead to help address any challenges identified
  • Partner with the Global Communities' legal team, Safeguarding Focal Points and host country HR lead to investigate any business ethics/whistleblower/labor law compliance issues in assigned countries, including support of investigations; engage external investigation support as needed
  • Roll out global P&C initiatives to assigned countries and train designated host country HR leads
  • Work with Director, Total Rewards, Senior Specialist, Total Rewards, and program teams on international position salary determinations and allowance packages
  • Lead regular HR Global Community of Practice calls and learning to continually improve HR practices, provide updates to tools and resources for country office(s), design initiatives, build leadership capacity and enhance HR practitioner development


Responsibility Area: Talent Acquisition & Management
  • Manage the organization's talent acquisition function, including proposal and international recruitment in accordance with recruitment policies, labor laws, EEO/OFCCP compliance, and in alignment with organization's focus on diversity, equity, and inclusion
  • Lead a team of global talent acquisition professionals. Foster the professional growth of staff through knowledge sharing, professional and personal coaching
  • Implement workforce planning strategies to position industry best staff to build the bench strength of the organization
  • Provide direction and advisory services to Global HR practitioners, Chiefs of Party, and Country Directors to implement effective strategies and practices in his/her respective area
  • Develop a robust global talent acquisition strategy, plan, and actions; and manage direct and cross functional resources to achieve business success
  • Design and implement programs to attract and retain top talent, maximize staff performance, reward and incentivize staff, promote employee morale and achieve Global Communities' organizational mission


Responsibility Area: Global Employee Relations and Risk Management
  • Proactively support managers and senior leaders in people-related matters including employee relations and performance management; provide guidance to host country HR leads/COPs/country directors for escalation or issue resolution of employee relations or termination issues
  • Manage and resolve complex employee relations issues by conducting and managing effective, thorough and objective investigations
  • Advise, implement and support supervisors in managing employee improvement and corrective actions


Responsibility Area: Global Program Start-up and Close-out
  • Support HR needs for assigned host country office start up and closeout
  • Establish HR operations, policies and processes in each country in compliance with local laws and regulations, as well as donor regulations and Global Communities' HR Standards
  • Partner with relevant P&C colleagues and host country HR leads to inform and support the development, implementation, and assessment of comprehensive total compensation strategies, including salary structures, benefits, and non-financial rewards and recognition
  • Partner with host country P&C staff to ensure staff are hired and oriented compliantly and in a timely manner to support program start-up
  • Establish host country performance management, evaluation and records retention policies and processes
  • Ensure host country employee relations, grievance and complaint reporting mechanisms and processes are well-established and consistently utilized
  • In partnership with the local HR lead, confirm host country-compliant exit and closeout processes, compliant end of service separation notices and procedures are followed


Other
  • Supervise, guide and coach direct reports in performing responsibilities for their assigned client groups
  • Provide expert guidance on relevant U.S. labor law and local labor law in field locations; remain current with new and anticipated legislation which may impact organizational objectives
  • Prepare and facilitate P&C presentations and training sessions for various audiences and participants
  • Work closely with People & Culture team on new program, policy, and process rollouts
  • Help develop global People & Culture strategy and communications
  • Other duties as assigned

  • Knowledge of Federal government contracting rules and regulations as they pertain to human resources; understanding and familiarity with Donor's (USAID) regulations such as Department of State Standardized Regulations (DSSR), USAID Acquisition Regulation (AIDAR), Acquisition and Assistance Policy Directives (AAPD), Foreign Affairs Manual and Handbook (FAM and FAH) is needed
  • Deep understanding of U.S. employment/labor laws, including OFCCP and Affirmative Action
  • Demonstrated experience leading talent acquisition including international recruitment.
  • Ability to provide leadership on policies and procedures and present information (orally and written) in a manner that is clear and consistent to current and future global staff employees
  • Well-developed and highly effective listening, communication, and presentation skills, including the ability to receive, process and present information to diverse audiences while maintaining effective collaborative relationships

  • Ability and willingness to travel internationally
  • Demonstrated ability to use Microsoft Office. Advanced skills in Excel preferred
  • Strong communication skills, both written and verbal
  • Track record of integrity, discretion and ethical behavior in all work situations, with a strong understanding and respect for keeping confidences with matters relating to people
  • Fluency in English, written and oral. Abilities in a second language is preferred


Qualifications
  • Undergraduate degree in a related discipline and a minimum of eight years of related work experience in Global Human Resources or a minimum of 12 years of related work experience which includes Global Human Resources
  • A successful track record as an HR business partner with an international development organization with a network of field offices
  • Proven experience working with USAID and Department of State rules, regulations and laws pertaining to Personnel Operations
  • Broad-based core HR functional management and leadership experience within a human resources department
  • Proven experience in design and administration of human resources management and development of systems and procedures
  • A passion for the mission and values of Global Communities
  • Must have U.S. work authorization
