Essential Functions POSITION SUMMARY : The Oracle Payroll, OTL, and HRIS Systems Lead is an integral part of the Newpark centralized Finance and Administration Information Technology (FAIT) organization. This position will interface with US and international HR and payroll constituents, Third Party Agency's, insurance providers, banks, and other partners supporting Newpark's payroll and HR functions globally. The HRIS and Payroll, OTL lead must assimilate and prioritize business requirements and requests into technical specifications and coordinate development, testing, training and change management with stakeholders. The Lead will filter, prioritize and coordinate requirements, enhancement requests and issues while also serving as one of the technical resources to maximize productivity and effectiveness. This position will also assist in defining the Oracle global roll-out strategy and partner with the business regarding decisions for process improvement and the deployment of future HRIS modules.

ESSENTIAL JOB FUNCTIONS :

  1. Gather and assimilate HR,OTL and Payroll-related business requirements from domestic and international stakeholders.
  2. Rationalize global requirements and collaborate with business users to design Oracle best practice global solutions while minimizing localizations and customizations.
  3. Translate optimized global requirements into specification documents to configure and develop solutions that meet user requirements on the first attempt, without re-work or redesign.
  4. Design and develop Payroll, OTL and HR-related reports, interfaces, conversions, extensions and workflows (RICEW) maximizing native Oracle functionality and minimizing custom development.
  5. At times, manage technical resources including internal Newpark FAIT team members, consultants and contractors to configure, develop and deliver required functionality on time and on budget.
  6. Develop governance model and process to collect and prioritize enhancement requests and break-fix issues.
  7. Process and prioritize all support questions, technical issues or trouble tickets. Manage as required to minimize distraction and competing priorities to technical resources involved in configuration and development.
  8. Communicate schedules, priorities and progress to management, business users, development resources and other stakeholders on a monthly basis (or more frequently) as required.
  9. Establish and maintain a process with all constituents to collaboratively prioritize new development, bug fixes and enhancement requests to manage expectations and optimize finite technical resources.
  10. Redirect technical resources to reschedule or re-sequence development work to deliver business critical or high-impact functionality as quickly as possible to optimize value add and return on investment to the business.
  11. Coordinate integration testing, user acceptance testing, training and documentation with all stakeholders.
  12. Provide functional support to users during testing, training and in production environment.
  13. Work within the Newpark Change Management and source code management procedures/processes.
  14. Manage, Troubleshoot Kaba BComm Systems.
  15. Configure Kaba Timeclocks.
  16. Assists Payroll in enrolling new employees

While the Oracle Payroll and Systems Lead does not have direct reports, the position requires someone who can succeed working in ad hoc teams and providing leadership as the situation requires. They would be expected to be able to manage virtual teams or work groups that may include SI resources or other contractors or consultants on a Fixed Price or Time and Material basis.
Education & Experience Requirements Bachelors Degree or educational equivalent. 8 years experience. Excellent written, oral, and presentation communications skills coupled with the ability to work with all levels of IT and business unit management. Expert knowledge of current functionality and application trends, including future roadmap of key systems. Ability to apply Oracle systems solutions to business problems through the design and programming of automated systems, including integrations with systems outside of core expertise. Ability to work with outsourced Technology partners providing guidance and direction. Excellent prioritization, organization, time management, and expectation setting skills. Evidences clear ownership and responsibility for all systems within their influence. Takes initiative to comprehensively assess change impacts and to communicate with all parties involved. Position Summary Implements, supports, analyzes, and documents components of many large/enterprise systems (i.e.. core Finance, Supply Chain, HR or ERP applications). Provides guidance in IT area of specialization to regional IT groups, while staying aligned with global standards, processes, and vision. Develops and communicates global IT policies and procedures. Gathers business requirements and writes functional specifications for small to large systems and/or integrations. Provides primary application testing support and trouble-shoots SOX issues. Assists with production problems. Fulfills Project Management function and leads small to large sized projects and teams. Provides documentation and training during new implementations along with support, testing and trouble-shooting for application issues including filing service request to canned package application providers. Provides functional specifications for modifications and new development of custom software. Provides initial feasibility on customizations and integration of new functionality added to the existing systems. Liaises with department heads providing direction and guidance for IT applications and infrastructure. Has ownership and responsibility for quality and quantity of output for various teams.
