Overview

Falconwood is a small woman-owned company providing consultation and programmatic support to Department of Defense Information Technology (IT) initiatives and programs. We provide expert advice and consultation on a diverse range of IT subjects, focusing on acquisition, policy, cybersecurity, engineering, and process development. We currently have an opening for an IT Portfolio Management Analyst supporting the Deputy Office of the Chief of Naval Operations (DCNO) N2/N6 division. The DCNO N2/N6 organization is responsible for exercising Chief of Naval Operations (CNO) responsibility for matters related to information, command and control (C2), networks, cyber, intelligence, space, electronic warfare (EW), and maritime domain awareness (MDA); the Information Warfare Community (IWC); and oceanography and knowledge of the environment.

This position requires an onsite presence at least three (3) days per week at the Pentagon to support client interfacing and classified tasks; remaining work days may be telework. As an onsite representative, the Analyst must be technically savvy and possess excellent communication skills. No travel is anticipated for this position.
Responsibilities

  • Support N2N6 with the creation and modification of governance procedures to manage and synchronize the efforts of the Navy's Functional Area Managers (FAMs) and Information Officers (CIOs).
  • Support the EIIs and subordinate commands with all FAM PfM processes to include: application migration process, application waiver process, application selection analysis processes, enterprise license process, and application server and network consolidation processes. Support coordination with EII subject matter experts (SMEs) to accuracy verification and validation of all application information in Department of the Navy Application and Database Management System (DADMS).
  • Support N2N6 in organizing and executing routine FAM Lead and EII Working Group meetings/teleconferences to continue to enhance the lines of communication and to execute FAM PfM at the enterprise, functional and EII levels.
  • Support the Navy Information Technology Approval System (NAV-ITAS) process by assisting N2N6 in reviewing Information Technology Procurement Requests (ITPR) including and Server Hardware requests and all IT requests greater than $500K. Ensure the executive summary meets all applicable requirements for request submission, all data is complete and valid, funding has been approved, attachments are provided as required (i.e. NDAA Server Waivers, Business Case Analysis, All other applicable waiver requests, Monitor the IT procurement process for efficiency.
  • Support N2N6 with conducting IT Systems certification and annual reviews for Defense Business, Enterprise, Warfighter and Intelligence Systems, using the DON CIO-approved Systems certification process. Reviews shall focus on whether Navy's resources are being utilized as intended, are in compliance with existing IT policy and regulations, and development/modernization in accordance with the law. Upon review cycle completion, they vendor will create the annual DDCIO (N) certification report to DON CIO indicating systems have been properly registered, maintained, reviewed and validated by authorized reviewers in Department of Defense Information Technology Portfolio Repository-the Navy (DITPR-DON).
  • Support N2N6 in identifying the information required to evaluate the fiscal, technical, capability gaps, redundancies, and business efficiencies by researching existing data and interfaces that would facilitate data sharing between Planning Budget Information System - Information Technology (PBIS-IT), DADMS, DITPR-DON, and ITPR processes.
  • Support N2N6 in managing the Enterprise Services (ES), Command and Control (C2), Weapons Planning and Control (WPC) and Information Operations (Info Ops) portfolios; the review/approval of all new additions, setting application dispositions (e.g. Approved, Approved with Restrictions, Approved with Waiver, Disapproved), managing application lifecycles including last date allowed, mapping software applications to existing IT systems, associating applications to networks, data centers, laboratories and operational/activities, facilitating hand-offs as needed between other FAMs if it is determined the application was incorrectly assigned to a portfolio.
  • Provide project management support legacy and excepted network consolidation by assisting in setting direction, coordinating key stakeholders, facilitating action, tracking, and development of performance metrics, conducting assessments, crafting recommendations, and reporting status. Maintain the process to ensure continuous monitoring and Navy legacy and excepted networks until such time as the network/s are integrated to the navy enterprise or eliminated.
  • Produce various reports, briefs, charts, naval correspondence utilizing Microsoft Excel, Access, Outlook, PowerPoint and Word.
  • Prepare letters and memoranda for forwarding to higher authorities and outside organizations per applicable government directives, instructions, and writing guides, or files of correspondence.
  • Compile status reports and briefs.
Qualifications
  • SECRET Clearance
  • 5+ years IT experience with one or more of the following Navy efforts: NMCI/NGEN, ONE-NET, Network Modernization, Data Center Consolidation, Cloud Computing/Migration, Enterprise Software Licensing (ESL), Defense Red Switch Network (DRSN), Base Communications Office, Shore Telephony, Joint Information Envrionment (JIE)
  • Familiarity with NAV-ITAS
  • Experience with RAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS, to include data mining and extrapolation
  • Proficiency with data analysis and consolidation
  • Budget, financial management, and/or IT portfolio management experience
  • Business writing proficiency
  • Excellent attention to detail
  • Proficiency in Microsoft Project, Word, PowerPoint, and Excel
  • Experience in interpreting requirements, performing highly complex analyses, and resolving complex problems
  • Ability to think independently with minimal oversight, as well as demonstrate exceptional written and oral communications skills
  • Excellent customer/client management skills and techniques - internal and external
Pay Range

$85,000-$95,000, subject to skill level and qualifications.
