Title: Lead Economist
Location: Washington, DC

Introduction:
Mindseeker is looking for a Lead Economist to join a Federal Client to support the Economic Analysis division in all aspects of program development and implementation oversight related to economic analysis across multiple programs.

Major Duties and Responsibilities:

  • Provides timely and accurate economic guidance and analysis, under tight deadlines, in environments where data can be limited and parameters relevant to the analysis are not always fully known or can shift quickly.
  • Develops or makes necessary revisions to models (e.g., cost-benefit analyses, beneficiary analysis, etc.) that are complex and require a sophisticated application of economic theory to assess the economic impact of changes to programs.
  • Works closely with colleagues during project development and provides input into program design processes to enhance the cost-effectiveness and targeting of investment proposals under consideration.
  • During implementation, works closely with RCD and sector leads to maintain a current profile of the
  • economics of ongoing projects, including the maintenance of current ERR models, and provides timely analysis of the economic implications of possible changes in project design.
  • Provides expert input to ensure Impact Evaluations are designed to address key public policy and development questions that are likely to be informative for other, similar projects in similar contexts.
  • Performs other related duties as assigned.

Required Qualifications:
  • Educational qualification: Advanced degree in economics or related discipline.
  • Minimum five years of professional experience in relevant economic subfields.
  • Experience applying economic theory, principles, concepts, methods, and techniques to issues of economic growth and poverty reduction in developing countries. Specifically, experience diagnosing and characterizing constraints to growth and undertaking cost-benefit analysis of economic development projects.
  • Evidence of excellent oral and written communication skills.
  • Demonstrated facility with statistical or programming software (such as Stata or R) to analyze economic data.
  • Experience producing written economic analysis papers or reports that draw on economic theory and evidence to generate findings and recommendations.
  • Experience working in a multidisciplinary team environment, and dealing tactfully, authoritatively, and persuasively with colleagues and external experts and officials regarding implementation and coordination of agency policies and priorities.

Preferred Qualifications:
  • Experience modeling and assessing distributional impacts of development investments, particularly on poor people, women and girls, and other marginalized groups.
  • Experience identifying, designing, assessing, or modeling the impact of opportunities to catalyze private investment (e.g., through blended finance) as a development intervention.
  • French language proficiency. Please include level of proficiency, oral and writing, in your resume.
  • Track record of publications in peer reviewed journals.

Work Environment:
  • Work is primarily performed in an office setting.
  • Frequent foreign travel to developing countries with limited infrastructure may be required.
