Position Overview: Integral part of technical leadership within a team developing all aspects of software solutions for internal and external customers and partners. Responsibilities include analyzing requirements, understanding business processes and needs, and designing/building solutions to achieve business goals. Solutions usually involve data derived from production platforms, business partner sources, and government sources. Projects are completed with cross-functional teams of IT peers and business partners. Manage time and expectations to ensure a high degree of stakeholder and user satisfaction.

Essential Responsibilities:

  • Analyze and evaluate existing or proposed systems. Contribute to solution design for processing data, and provide integration with other systems or applications. Assess user requirements and provide input to departments and other IT staff to improve user productivity.
  • Proactively identify, diagnose, and resolve potential and evident system problems. Escalation point for troubleshooting support to other staff.
  • Design and apply new methods and procedures. Develop and test systems, programs, workflows, reports, and databases. Focus on efficiency and effectiveness of developed software across full-stack.
  • Prepare systems specifications, project plans, and other internal documents. Ensure users and partners understand nature of work being performed, as well as timeframes and milestones. Provide regular status updates to management and stakeholders.
  • Depending on focus, maintain existing functionality in company software systems by working with internal and external users to develop new features or install new versions of vendor software and perform unit, system, and integrated tests. Work closely with related staff to upgrade and maintain systems.
  • Train peers and users in technical aspects of systems.
  • Participate in selection and recommendation of suppliers and vendors.
  • Develop and maintain metrics to provide visibility to system functions and company operational data. Educate stakeholders on metrics.
  • Advocate for standard use of technology to improve company efficiency, system accuracy and correctness, and customer value. Advocate use of technology to empower stakeholders.
  • Prioritize work effectively to ensure both success of projects and smooth operation of existing functions.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.

SUCCESS PROFILE

Work Experience: Minimum of five years of real-world systems analysis and development in a business environment required. Healthcare or health insurance industry experience strongly preferred. Experience with UI, service layer, and data layer development required. Experience with data and application architecture, structured testing, quality assurance, and enterprise application environment management preferred.

Education, Certificates, Licenses: BS in Computer Science or equivalent education. Project management certification, MS or MBA preferred.

Knowledge: Visual Studio.NET languages (principally C#) and Microsoft Transact-SQL, HTML/CSS, JavaScript, XML, SSIS, REST/SOAP, normalized database design. Strong knowledge of software design and Object Oriented Programming principles across desktop and mobile platforms. Structured code management best practices using Git, Team Foundation Server, or Azure DevOps. Working familiarity with .NET MVC, Bootstrap, EF, WCF, WebAPI, .NET Core, Sass, Xamarin Forms, Azure DevOps, SAML, WCAG, Section 508, Web Security highly recommended. Self-management skills for coordinating numerous, simultaneous projects. Responsible for accurate, reliable design, development, maintenance, and testing of applications. Participate in broad information systems assignments requiring originality and ingenuity. Work independently and in teams. Use of change control and production control for deployments. Ability to quickly learn and guide adoption of new technologies. Excellent verbal and written communications skills required.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 5% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
