The Buyer provides effective procure-to-pay support to deliver optimal value by combining cost effectiveness, quality, efficiency, and safety. The Buyer manages transactional supplier relationships, acts as the purchasing liaison to local operations, and executes the tactical Purchasing plan. Buyer is responsible for the delivery of non-trade purchasing services including but not limited to: fleet and equipment; maintenance; parts and repair services; and corporate services including contingent labor, facilities management and MRO, fuel, IT, capital equipment; and other service support for assigned segments/facilities.

The Buyer leverages the existing supply base and/or determines supply requirements to acquire goods and services in alignment with Procurement processes and objectives in coordination with his/her supervisor. Buyer facilitates the shipping and receiving of parts and supplies and coordinates with Accounts Payable to support supplier invoicing and payment. The Buyer, as assigned by his/her supervisor, also supports regional EAM processes and inventory management.

Essential Functions:

  • Responsible for local execution of the tactical purchasing plan, for implementing contract pricing, terms and conditions with limited supervision.
  • Collaborates with Procurement and Operations leaders to implement and sustain formal agreements and to support key initiatives locally.
  • Maintains constructive working relationships with suppliers, operations, and other internal departments to ensure appropriate purchasing support.
  • Coordinates purchasing for the organization including analysis, planning, and requisition management of goods and services supporting production with moderate supervision. Locates and purchases necessary yard supplies, equipment, parts and services in alignment with Procurement policies, goals, and processes.
  • Solicits supplier proposals as appropriate. Negotiates with vendors effectively and captures purchase price variances when possible.
  • Expedites deliveries and arranges for receipts of goods and services.
  • Supports the purchase of goods and services IAW company policies and Procurement goals and objectives.
  • Responsible for reviewing requisitions for authorization, completeness, and accuracy utilizing negotiated pricing.
  • Executes purchasing strategies by working closely with supervisor and operations. Utilizes the approved supplier list.
  • Provides inventory management support including audits and other ERP-supported inventory management activities, as assigned.
  • Works with suppliers to make order adjustments, address material and shipment discrepancies or delivery problems.
  • Responsible for maintaining all necessary records of purchases, quotations, process and deliveries.
  • Ensures that records of monthly cost saving are kept up to date and that any incorrect parts received are returned immediately to the proper supplier.
  • Understands market forces, pricing and supply problems and develops/ screens product specifications in order to make sound purchasing decisions.
Required Experience:

  • Bachelor’s Degree in Business Administration or similar, or combination of education and equivalent work experience.
  • Minimum of 3 years of experience in purchasing or a related field.
  • Ability to communicate effectively at local and regional levels of leadership.
  • Experience with enterprise software tools including MS Office.
  • Knowledge of MS Office and ERP systems (Oracle iProcurement) preferred.
  • Solid ability to follow detailed instructions with limited supervision.
  • Ability to work with limited supervision and with deadline pressures to support the business.
