Job Description

POSITION PURPOSE

Responsibilities include inventory management, providing work plans for all CM's, providing PM scheduling and prioritization, reviewing all finished work packages/orders for completeness, providing support information to supervisors, preparing and providing a 3-week schedule and a 3-month calendar, conduct maintenance planning meetings, gather necessary information for quarterly reporting, maintain O&M and CMMS libraries, and review purchasing requisitions.

PRIMARY DUTIES / RESPONSIBILITIES

  • Provide a work plan including job scope for all CM's, with more extensive planning for proactive work and less for reactive work (may refer the project to management for review).
  • Work plan (above) to include job strategy and outline, procedures/sketches/equipment data, standard job plan, craft, number of persons, work hours, duration of project, parts list, special tools, subcontractors, estimated cost, safety/MSDS/Confined Space forms, data sheets, and critical spares.
  • Provide PM scheduling and prioritization. Utilize the CMMS system to group PM's by area or route. Work with predictive maintenance technician in review and editing of PM's and PdM's.
  • Review all work orders/packages for completeness (parts, time, root cause, etc.), add planning hours, and close all work orders.
  • Provide support information to supervisors in a timely fashion in relation to facility priorities.
  • Provide supervisors and management with a 3-week schedule and a 3-month calendar for look ahead purposes.
  • Prepare an agenda, conduct, and prepare/distribute minutes for maintenance planning meetings.
  • Prepare for the quarterly report the following items: a list of major completed projects, major purchases list, and next quarters' planned projects/major CMs by fifteen days after the end of the quarter.
  • Responsible for maintaining the following: O&M Manual library, vendor list and catalogs necessary to order spare parts and materials, CMMS system, lube oil manual/list, maintenance contribution to master plant SDS, plant schematics and drawings, and plant inventory.
  • Maintain and build mini-files on each piece of equipment including standard plans, equipment parts list, vendor data, technical files, and lubrication recommendations.
  • Create POs and review all purchasing requisitions for accurateness and proper coding.
  • Provide administrative support.
  • Knows the job well enough that he/she can describe what is to be accomplished and can estimate how many man-hours will be required.
  • Is the principal contact and liaison person between Maintenance and Operations and other supported departments
  • Is responsible for long-range as well as short-range planning. Long-range planning involves the regular analysis of backlog relative to available resources. These two basic variables must be kept in balance if a proactive maintenance environment is to be established and sustained.
  • Promotes safety practices and procedures by training employees, reporting on unsafe conditions and by filing reports on injuries.
  • May be required to travel (10% of time)

Qualifications

Education / Experience / Background

  • Bachelors in Mechanical, Maintenance, or Electrical Engineering is preferred.
  • High School or GED required.
  • Possession of a valid California Class "C" driver's license.
  • Grade I Water Distribution Certificate issued by the State of California Department of Health Services.
  • Grade I Water Treatment Certificate issued by the State of California Department of Health Services.
  • Minimum of two years of relevant experience in Maintenance Planning, with preferred experience in heavy manufacturing, chemical, refining or utilities industry.
  • Two to three years experience working with Reliability Centered Maintenance.

Knowledge / Skills / Abilities

  • Requires superior interpersonal and communication skills, and the ability to develop and maintain good working relationships with client, public, employees, etc.
  • Excellent management and organizational skills are also required.
  • Must possess superior organizational skills and be able to prioritize and work simultaneously on several projects.
  • Ability to operate within a team atmosphere.
  • Ability to shift priorities frequently and effectively perform under pressure.
  • Valid California Driver's License.
  • Ability to operate computer, typewriter and other office machines as needed.
  • Strong basic mathematics and computer skills (Microsoft Suite products, G suit products, CMMS).
  • Ability to plan, schedule and evaluate the quality and quantity of work needed to accomplish work group goals within set limits of time and cost.
  • Ability to coordinate assignments with other sections, departments or agencies.
  • Ability to understand and follow oral and written instructions.
  • Ability to prepare clear and concise records, reports and other written materials.
  • Ability to read and understand blueprints, drawings, specifications and sketches pertaining to the work.
  • Ability to work independently and exercise sound judgment in performing assignments.
  • Create requisitions for parts and services to be rendered by vendors.
  • Manage warehouse inventory and vehicle inventory.
  • Correct discrepancies in the CMMS system.
  • Provide reports to the client.
  • Ability to schedule planning in regard to all above ground assets (in Oracle WAM).
  • Request quotes from vendors.
  • Create stock codes.
  • Understand and provide data for the KPI.
  • Prepares permit plans and with city to obtain permits.
  • Work with Supervisors to review work orders to prioritize them in regard to criticality and necessity.
  • Schedule contractors for PM and CM work. (Field Supervisor will manage contractor in the field).
  • Research, plan, purchase and prepare parts for all maintenance activities.
  • Assist operations when called upon in case of emergency.
  • Pick up parts from vendors when needed.
  • Work with asset manager to update new and missing assets
