Job Summary:

Responsible for drafting more complex state-specific policy form and contract language that adheres to applicable state statutes and regulations; filing of contracts and policies with state insurance departments; communicating with state and federal regulatory agencies; monitoring and verifying both newly enacted and amended existing state and federal statutes and regulations impacting the life and health portfolio; and performing jurisdictional analysis and interpretation of such statutes and regulations to create Compliance Requirements for distribution to business partners. Additionally, this role uses subject matter expertise to coach less experienced employees.

Key Responsibilities:

  • Serves as a Subject Matter Expert pertaining to Self-Funded plans and Stop Loss insurance forms, rules, procedures, state interpretations, and regulatory guidance.
  • Serves as a Subject Matter Expert (SME) pertaining to accident and health forms, rules, filing procedures, state interpretations, and regulatory compliance
  • Conducts complex federal and multi-state legal research and analysis on life and health insurance topics
  • Reviews and drafts state-specific contracts, policy forms, and related supporting documentation for diverse life and health products, ensuring adherence to applicable regulatory insurance requirements
  • Coordinates, researches, creates, and submits accident and health product filings, marketing filings, and other regulatory filings to state insurance departments via SERFF in accordance with established state and internal company procedures
  • Researches and analyzes state objections to product filing submissions, and composes response communicating the company's position to the state regulator
  • Negotiates approval of life and health product filings with state regulators
  • Monitors, analyzes and interprets state and federal statutes and regulations to determine scope and impact to accident and health product portfolio
  • Translates state and federal statutes and regulations into Compliance Requirements and communicates requirements to multiple business partners
  • Interacts with key stakeholders and, under manger review and guidance, provides compliance support relative to product filing and implementation, law review and analysis, and overall compliance of the Accident and Health Division
  • Conducts legal research and interpretation, as assigned, in response to requests or inquiries from internal stakeholders, management, or regulators
  • Documents and updates internal compliance department procedures

Preferred Qualifications:

Education and Experience
  • Bachelor's degree or equivalent experience
  • 3 or more years of related experience
  • Experience with Self-Funded plans and Stop Loss insurance
Certificates, Licenses, Registrations
  • Paralegal or Legal Assistant certification
Functional Skills
  • Accident and Health insurance industry experience
  • Advanced ability to make sound decisions independently based on training, written instructions and guidelines, and the application of foundational and applied knowledge
  • Ability to read, effectively interpret, and summarize laws, regulations, or other legal guidance on both the state and federal level
  • High degree of independence, dependability, and motivation toward continuous improvement
  • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint)
  • Prior experience using Adobe, SharePoint, Teams, Zoom, and/or Asana
  • Experience with legal research
  • Ability to use legal research tools such as NILS, Westlaw, or Lexis-Nexis
  • Intermediate knowledge of the legislative process
  • Intermediate knowledge of medical or legal terminology, provider networks, insurance claims, or contract negotiation
