Position Summary:

Position Summary: This position develops, manages, and coordinates non-credit career and technical programs as assigned, to include short-term training, licensure and certification, as well as grant programs. Responsibilities include developing, reviewing, and revising curriculum; interacting with and advising students, developing, and maintaining industry partnerships; overseeing program lab spaces; supervising program and instructional staff; managing program budget; and ensuring compliance with local, state, and federal requirements. This position must work effectively with a wide range of constituencies in a diverse community. Essential Duties and Responsibilities: The following are the functions essential to performing this job: 1. Oversee the development and management of assigned programs to align with the College mission and vision. Identify, develop, and coordinate courses, programs, and activities with a focus on career and technical fields that are timely and relevant to a diverse audience of Frederick County students. 2. Identifies, develops, implements, and manages an array of courses with a focus on career and technical fields. 2. Recruit, interview, hire, train, and provide supervision and oversight to adjunct faculty to ensure excellent teaching and learning, student success, and adherence to college policies and procedures. 3. Advise students and work collaboratively with other departments to integrate Career and Technical students into college services such as those provided by the Learning Support team. 4. Monitor student enrollment and persistence.5. Ensure the accuracy and timeliness of schedule, reporting, registration, and grading activity. 6. Prepare, analyze, and report on program enrollment trends as well as financial information and budget trends.7. Respond to student, faculty, and staff issues in accordance with College policies and procedures.8. Manage course pricing, profitability of assigned areas and oversee and communicate course changes.9. Ensure course and program compliance with college policies, COMAR, and other external accreditation or certifying agencies. Prepare budget recommendations; submit justifications for budget items; plan for, monitor and control program expenditures.10. Work collaboratively with the marketing department to develop program marketing plans.11. Develop and maintain internal and external partnerships. Negotiate contracts with instructional partners as needed. 12. Coordinate with academic offices to establish and maintain complementary programs, pathways, and articulation agreements. Perform periodic program review and planning activities.13. Collaborate with campus units including operations, IT, auxiliary, facilities, registration, security, and others to plan for and deliver courses and programs. 14. Program Manager may provide substitute coverage when deemed appropriate. 15. Serve as College representative to the statewide advisory groups that pertain to program areas. 16. Attend conferences, meetings and sit on or convene committees internal and external to the college. 17. Perform other duties as assigned.

Required Minimum Qualifications:

1. Bachelor's Degree. 2. Five (5) years of experience in developing or managing courses

Desired Qualifications:

1. Experience in developing and managing instructional programming in career and technical areas. 2. Subject matter expertise in one or more program content areas.3. Effective spoken/written English communication skills. 4. Ability to utilize MS Office suite and enterprise systems. 5. Experience in developing programs in a broad array of disciplines6. Previous management or supervisory experience.

Work Schedule:

8:30-4:30 Monday to Friday
Occasional evening or weekend hours as needed to support program activities.
