Global Communities is seeking a Proposal Budgeting Officer to join the Strategic Growth & Partnership team. This position can be based at any Global Communities office and offers the flexibility to work 100% remote or a hybrid work arrangement.

The Proposal Budgeting Officer coordinates and/or reviews pricing and budgeting processes for various sized proposals. This role supports proposal preparation efforts, including conducting research on donors, new geographies for Global Communities, and possible partner organizations. In addition, this role develops collaborative relationships with teams across the organization, including Grants & Contracts, Finance, People & Culture, and business development and program management teams.

COMPENSATION

$52,000 - $65,000 ANNUALLY

Responsibilities

Responsibility Area: Coordinates pricing and budgeting processes for proposals.

  • Read assigned donor solicitations and ensures team leads are informed of possible pricing issues.
  • Develop proposal budgeting and pricing strategies. Provide pricing input into proposal development process.
  • Review budgets and budget documents to ensure adherence to procedures, requirements and regulations.
  • Coordinate and prepare budgets and submit to manager for final review.
  • Write complete budget narratives.
  • Develop pricing questions for solicitations when necessary.
  • Assist pricing team with budget notes for other proposals as needed.
  • Resolve budget and pricing issues.
  • Participate in meetings throughout the proposal development process.
  • Interact with proposal team leads throughout the proposal process.
  • Responds to final budget related questions when needed.


Responsibility Area: Discusses and negotiates costs and budgets with proposal partners as needed.
  • Coordinate the budget process with proposal partners in a timely manner.
  • Ensure partner budget and budget narratives are consistent.


Responsibility Area: Supports proposal positioning efforts by conducting market research and competitive analyses.
  • Conduct financial research by collecting local country cost-drivers from in-country teams, consultants, or previous proposals.
  • Prepare a "back of the envelop" budget for design teams based on available information.
  • Support teams to prepare cost share plans or identify opportunities to leverage existing projects.
  • Research previous or existing programs to identify cost drivers or donor financial requirements.


POSITION SPECIAL RESPONSIBILITIES:
  • Ability to travel internationally up to 5% of the time.

Knowledge, Skills and Abilities
  • General understanding or willingness to learn donor regulations, including USAID, USDA, or other USG entities regulations and the FAR.
  • Strong analytical and mathematical skills.
  • Advanced ability in the use of Microsoft Suite, especially Excel.
  • Ability to work with large amounts of data.
  • Ability to relate and communicate effectively internationally.
  • Fluency in English, written and oral. Abilities in a second language preferred (Spanish, French or Arabic preferred).
  • Very good interpersonal skills.
  • Willingness to undertake tasks to accomplish deadlines and goals.
  • Ability to work under pressure, handle multiple tasks simultaneously, and meet deadlines.
  • Accuracy, attention to detail.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


Qualifications
  • Undergraduate degree and a minimum of two years of related work experience or six years of related work experience.
  • Experience with field program implementation a plus.
  • A passion for the mission and values of Global Communities.
  • Must have U.S. Work Authorization.
