ECS is seeking a Technical Writer to work in our Arlington, VA office.

Job Description:

ECS have an opportunity for a Senior Technical Writer to support CHMR Civilian Protection COE in authoring, editing, and reviewing technical program documentation, including user guides and manuals, wiki pages, blogs posts, equipment manuals, appendices, Standard Operating Procedures (SOPs), and training materials. They will assist in capturing requirements and developing layout work for general and technical information in support of US Mint Systems and infrastructure customer stakeholders to facilitate a seamless exchange of information across systems. Responsibilities include, but are not limited to, the following:

  • Create, maintain, and publish templates, technical resources, blog posts, case studies, user guides/standard operating procedures, white papers, executive-level briefings, policies, orientation materials, training, and other project documentation.
  • Writes, re-writes, and/or edits standing operating procedures (SOPs), technical documents, white papers, reports, and related technical publications to clearly and effectively communicate technical specifications and instructions to a wide range of audiences.
  • Research highly technical subject matter and create communications materials that are clear and understandable to a wide audience.
  • Research, write, and edit materials for related IT processes, plans, procedures, work instructions, knowledge articles, reports, manuals, briefs, proposals, instructional material, catalogs, technical publications, and/or software and hardware documentation.
  • Support project managers in strategic communications planning, program development, digital communications, materials development, related research, and customer outreach.
  • Review and prepare notices, orders, instructions, directives, policy documents, and other correspondence for distribution to senior leadership, management, and other internal and external stakeholders for review, comment, and concurrence
  • Establish rapport and working relationships with clients, leadership executives, and subject matter experts and work with Help Desks to uncover needs.
  • Create and manage client-facing knowledge bases (wikis, webpages, and blogs).
  • Create and manage technical diagrams using (Visio, PowerPoint).
  • Evaluate technical documentation for user-friendliness and completeness.
  • Identify gaps in documentation and develop plans to address them.
  • Provide technical input, editorial support, and proofreading for communications materials and executive presentations.
  • Assume ownership of project tasks and serve as a lead for technical documentation.
  • Oversee preparation of illustrative materials, selecting drawings, sketches, diagrams, and charts, and conducting quality reviews of materials for publication and distribution.
  • Conducts quality reviews of materials for publication and distribution.
  • Revise text and recommend changes in scope, format, and content to ensure conformance with established standards.
  • May edit, standardize, or make changes to material prepared by other writers.
  • Perform final quality assurance on all materials.
Required Skills:
  • Senior with 20+ years experience with demonstrated ability to obtain technical data from independent observation, review with technical staff members, and/or studies of published materials and existing documentation.
  • Ability to review, proofread and modify technical documentation, including, but not limited to, system specifications, user manuals, software products, and special reports, and recommend updates to ensure published document standards are met.
  • Ability to use established templates or design document layouts to assist project/program managers to prepare official government documentation.
  • Ability to provide support in developing, updating, publishing, and/or maintaining DOD and DISA documentation, manuals, Directives, Plans, Standard Operating Procedures (SOPs), and correspondence related to technical IT and Security programs.
  • Plan, develop, organize, and write Standard Operating Procedures (SOPs) by conducting research and interviews with team members currently performing duties and functions that do not have or are using outdated SOPs.
  • Ability to utilize experience with customer-related regulations and support the creation and/or revision of IT and Security regulatory and policy documentation.
  • Ability to ensure documentation and document review processes comply with all mandatory DoD and DISA policies, directives, regulations, and guidance.
  • Exceptional written, organizational, interpersonal, and communication skills.
Desired Skills:
  • Perform detailed analysis of documents and prepare executive summaries and synopses of written products.
  • Provide editorial expertise to staff members as required.
  • Must be a self-starter with the ability to work with minimal supervision and guidance.
  • Ability to work with multiple sources of data.
  • Good interpersonal skills and ability to work under strict deadlines.
