OVERVIEW

The Management of the Construction Training & Development Department is responsible for developing and overseeing professional learning and development programs for S&B Engineers and Constructors for our onsite employees. This position requires collaboration with internal stakeholders to create customized learning experiences that meet the needs and standards set by our leadership team and onsite staff.

Key responsibilities include designing, implementing, facilitating, and evaluating learning and development programs, courses, and curricula for specific functions, while adhering to established standards and timelines. Additionally, this role involves managing project activities such as program development, logistics, scheduling, and tracking training attendance in coordination with the L&D Director.

SUPERVISORY RESPONSIBILITIES

Work closely with all Divisions, Departments and S & B Companies to coordinate Training processes and systems in compliance with Section 9 of the Construction Operations Manual. Manage the NCCER Standardized Craft Training Program according to Guidelines of Accreditation. Manage the NCCER Assessment Program. Manager ongoing training for all "C" and "M" Division departments.

EDUCATION

Certified Human Resource Management, NCCER Master Trainer, NCCER Skills Assessment Administrator.

QUALIFICATIONS AND EXPERIENCE

Minimum 10 years of personnel training-management experience in the construction industry. Trade experience in the field desirable. Knowledge of procedures for acquisition of federal, state, and local training grants. Experience in working with Project Managers, local academia and training foundations in setting up training at all levels. Demonstrated experience with program design, development, implementation, and training facilitation. Ability to collaborate with internal/external stakeholders using a consultative approach to understand business needs and develop learning solutions to address capability gaps. Ability to build relationships, trust, and rapport. Ability to comfortably present and facilitate to various sizes and levels of audience. Knowledge of a variety of training delivery modes (instructor-Led, computer-based, blended, webinar) is required. Familiarity with competency mapping processes and experience utilizing Learning Management Systems preferred. Proficient in using Microsoft Office applications.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Training and Development: Oversee accredited training and assessment programs for Field Craft Employees. Coordinate ongoing training for all Divisions and Departments. Grant writing.
  • Employee and Community Relations: Support national and local training organizations.
  • Strategic Planning: Be a strategic planning partner with construction management on Field and Home Office personnel training needs. Stay abreast of latest trends in Adult Education methods. Assist in project estimating with relation to training and development of both the Field and Home Office employees. Set and monitor key indicators to achieve Total Quality Management and assist in Business Development.Facilitate the development of department goals and review progress with management. Manage financial forecasting.
LANGUAGE SKILLS

Bilingual preferred. Ability to read, analyze, and interpret general business periodicals, technical procedures, and government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts and to apply concepts of algebra. Ability to solve practical problems and deal with a variety of concrete variables where only limited standardization exists.

PHYSICAL DEMANDS

Work entails daily and relatively prolonged use of a VDT, movements (bending, kneeling, reaching, twisting, climbing) to gain access to files and forms, and occasional lifting (50 lbs max). Work requires the ability to hear normal conservation, see near objects, and speak clearly.

WORK ENVIRONMENT

Work primarily in a heating and air-conditioned office environment. Occasional visits to construction job sites within operating plants are required. Exposure to adverse weather conditions and loud noise exist.
