Position Purpose:
This role has primary responsibilities to implement, manage and execute both the Lead and Copper Rule (LCR) Program and the Cross Connection Control/Backflow Prevention Program along with applicable regulations for Pennsylvania and Delaware.
This includes but is not limited to the management and coordination of project tasks such as coordinating service line replacements with internal and external teams, managing and updating the lead and copper service line inventories, assisting the Water Quality Team with LCR sampling and inspections, working with adjoining departments such as Communications, Customer Service, GIS, Operations, T&D and Production to educate, update and inform internal staff of ongoing activities. The role will also be the liaison between the regulatory agencies and the business to anticipate long-term compliance with the EPA's Lead and Copper Rule. The role will be responsible for QA/QC of customer entered LCR data to ensure it meets the requirements established by each regulatory agency to qualify for proper identification. This position will lead the Lead and Copper Steering Committee for the Mid-Atlantic Region. It will also work with contractors, property owners, municipal officials, state regulatory officials, engineers and administrators to finalize scope of work for each set of projects, issue and close work orders accordingly and ensure the validity of invoices prior to payment. It will provide/oversee inspection and monitoring of lead line replacement work to ensure construction is up to the standard set by the scope, design, and requirements of applicable agencies.
This role will ensure the company is compliant with each systems Cross Connection Control and Backflow Prevention Programs along with strict oversight of the inspection contractor to ensure deadlines are complied with. This will include adhering to industry standard inspection/testing and replacement schedules of all applicable devices. It will also require coordination with the termination of water service to properties that are out of compliance with established tariffs. The role will oversee delivery of inspection notices and follow-up as required with property owners.
