Job Description:
The Immunizations Program within the Division of Public Health is seeking a highly motivated, self-directed individual to serve as the Program Manager (DHHS Program Manager II). This position provides team supervision, leadership, vision, and strategic direction while managing federal grant funds, and maintaining local public health/clinical partnerships. This is critical work to ensure that vulnerable children and adults in Nebraska receive necessary immunizations.

The program distributes approximately $1 million in 28 sub-award agreements annually to local immunization providers across the state. The Immunization Program provides vaccines, assessment, and technical assistance to immunization clinics and private providers across the state, serving children from birth to age 18 via the Vaccines for Children Program. Selected vaccines for eligible adults, Hepatitis B prevention, and information on travel immunizations are additional services provided by program staff.

This position plans, organizes, directs, and manages the overall activities of the Immunization Program.

Duties include:
• Plans, assigns, and directs the technical/operational activities professional and administrative support staff to attain the goals and objectives of the Program;
• Ensures consistent application of administrative and program policies, procedures, standards, and guidelines;
• Ensures work performed complies with agency, federal, and State rules and regulations;
• Plans and manages the resources necessary to operate and maintain the program by preparing grant applications and program plans and reports;
• Develops budget proposals for program expenditures such as program activities, staffing, facilities, and equipment as well as monitors grant activity and program budget to ensure fiscal and grant objectives/responsibilities are met;
• Develops agency policy pertinent to overall organizational and financial management issues;
• Develops and recommends new and revised statutes, rules, policies, and procedures to respond to changes in Immunization operational/program needs, objectives, and priorities and to improve the effectiveness of the program;
• Plans, develops and coordinates pilot projects related to programs and/or services.

REQUIREMENTS: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law, or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training, and/or education may substitute for the Bachelor's degree on a year-for-year basis.
PREFERRED: Skills in management/supervision and sufficient knowledge of vaccines and vaccine-preventable diseases to ensure appropriate policies and procedures are in place.
OTHER: Valid driver's license or the ability to provide independent authorized transportation.

Knowledge, Skills and Abilities

Knowledge of: business and management principles including planning, budgeting, resource allocation and human resources; the principles of grant writing and grant administration; the techniques of research, planning and evaluation; work performance or other standards of development; program analysis/evaluation; policy development.

Skill in: communicating for understanding; performing quality assessment reviews and evaluating program effectiveness; identifying problems and developing solutions.

Ability to: direct and evaluate the work of the team; learn, apply, and interpret State and federal statutes and regulations relating to assigned program(s); learn, apply and interpret agency policies and procedures relating to the assigned program(s); develop and maintain effective relationships with program representatives and the public; implement objectives and performance goals; summarize program and administrative data/statistics into reports; formulate short term plans; manage time and workflow to meet deadlines; demonstrate professionalism.
